We see a Chinese astronaut on the surface of the moon. He is pointing at a Chinese flag and comments: "That's one small step for China, one giant kick in the goolies for America." An American flag lies on the ground nearby.
'Goolies' is slang word for 'testicles'. If you kick a man in the goolies (or balls), you cause him pain. This expression can be used literally or figuratively. Here, it's the latter case: if China puts a man on the moon, it will deal an enormous blow to America's pride.
