You need to see the full-size version of the cartoon to get the joke. The scene takes place in Buckingham Palace. The Queen and her husband Prince Philip are standing by the window. A footman has just announced to the assembled "lords, ladies and gentlemen" that "dinner is about to be served in the banqueting hall". Another footman holds a newspaper with the headline "QUEEN'S CASH CRISIS". Outside in the courtyard, a fleet of Meals on Wheels vans has just arrived. Meals on Wheels are programmes that deliver meals to individuals at home who are unable to purchase or prepare their own meals. Many of the recipients are housebound or elderly (or both). Although there is normally a charge for this service, it would be a lot cheaper than a traditional royal banquet!
